Local Workforce Investment Boards,
Youth Councils

Local Workforce Investment Boards, in partnership with local elected officials, are responsible for providing planning and oversight for the comprehensive workforce investment program throughout the local Workforce Investment Area.

The San Bernardino County Workforce Investment Board (WIB) is appointed by the Board of Supervisors and must have a majority of Private Sector business representatives, and include Public Sector representatives of education providers, labor organizations, community-based organizations (including those that serve the disabled and veterans), economic development agencies, and each of the one-stop partiers (i.e., programs participating in the one-stop system).  The WIB may include other representatives the local elected official determines are appropriate.

The San Bernardino County Workforce Investment Board has established a local Youth Council as a committee of the WIB.  The Youth Council is appointed by the WIB and is comprised of Private Sector business representatives of the WIB, and representatives of youth service agencies, local public housing authorities, parents of youth seeking assistance, youths, the Job Corps, and other deemed appropriate.  The Youth Council develops portions of the local plan relating to youth, recommends the providers of youth activities to be awarded grants by the local board, and coordinates youth activities in the local Workforce Investment Area.
