Captain Dale Mondary oversees the Court Services Civil Division. It is his responsibility to see that the mission of the Civil Office is successfully accomplished. Under the direction of the Captain are Lieutenant Rick Bachelor; Administrative Support Officer and Lieutenant Rich Waitschies; Civil Compliance Officer. The Civil Division of the San Bernardino County Sheriff's Department operates within eleven judicial districts, which encompasses 23,000 square miles of civil enforcement area. Those judicial districts are located in San Bernardino, Rancho Cucamonga, Fontana, Redlands, Chino, Victorville, Barstow, Morongo Basin, Needles, Twin Peaks, and Big Bear Lake.
The men and women of the Sheriff's Court Services Civil Division are dedicated professionals who perform Clerical, Technical and Civil Enforcement functions. The unit was established to obey orders of the Courts of the State of California and to serve valid processes and notices for our customers. The Sheriff serves all mandated civil processes including but not limited to; warrant of arrest, levies for garnishments or attach earnings, personal property, real property, evictions and Sheriff's sales. Our fees are regulated by the State of California and are incorporated in the Government Code.
INSTRUCTIONS TO THE SHERIFF: All requests for services must have written instructions with an original signature by the attorney of the party, or by the party, if he has no attorney. These instructions must specify the name of the person to be served and the physical street address for service. The Sheriff Department does not conduct investigations to locate person for service of civil process. We do not serve any type of post office boxes. The Instructions must also list the name(s) of the documents to be served. This list will reflect on the Proof of Service.
OUT OF STATE REQUESTS: All non-enforcement civil process delivered to San Bernardino County from outside the State of California will be served if the appropriate fees are filed with the process. We do not accept out of state Fee Waiver's. You must submit written instructions specifying exactly who to serve and at what physical street address. The Sheriff Department does not conduct investigations to locate person for service of civil process. We cannot take information off of court documents nor can we attempt service at post office boxes. If your state requires that the Return of Service be notarized, you need to state that on your instructions and include a payment of $10.00 per service, per person for notary.
