Safeguarding
your A V Ballot
- All processes affecting ballot counting are open to the
public for observation and are conducted according to the
Voting System Procedures issued by the Secretary of State.
- All absentee/mail ballot voter signatures on return identification
envelopes are compared to signatures on the voter registration
cards.
- Before the polls are open, poll workers mark an "A"
next to the names of voters who requested an absentee ballot.
In order to vote at the polls, the voter must surrender
the absentee ballot or vote a provisional ballot which is
researched before being added to the count.
- Voters at polls announce their names and addresses, and
must sign the roster before receiving ballots.
- After the election, records of absentee and poll voters
are reconciled to reveal any attempt at voting twice.
- A Logic and Accuracy Board tests all counting hardware
and software according to State guidelines. Ballot counting
programs and test results are secured and on deposit with
the Secretary of State prior to the election.
- Official Observer Panels are convened. Representatives
are solicited from the County Grand Jury, the League of
Women Voters, media, the political parties, city clerks
and civic organizations. Observers verify logic and accuracy
testing and observe ballot receipt, counting and post-election
counts.
- The Official Canvass must be completed by law no later
than (28) days following the election. This process audits
computer counts against poll worker records and absentee
voting reports.
- The random One Percent Manual Vote Tally is conducted
during the canvass. One percent (1%) of all precincts, including
every race and Measure, are manually tallied and balanced
against computer counts. The results must agree. If not,
ballots are counted again to determine the accurate count.
- Election materials are secured in locked storage until
the canvass is complete. At that time, they are sealed and
preserved in compliance with State law.
- All visitors to the ROV office, beyond the front counter,
must sign in and receive a badge before entering. All employees
must wear identification badges.
- Election night security is provided by the San Bernardino
County Sheriff's Department.
