The Risk Management Department is responsible for
identifying and minimizing the risks associated with County operations. The
Department acts as the in-house insurance company for the County. It performs the same functions as a commercial carrier
which includes offering property and casualty coverage, administering the County’s self-insured and insured programs, processing and paying claims, securing and supervising legal defense, providing loss prevention (safety) services, and providing risk reduction and cost containment services to County Departments.

Administration and Fiscal

Provides risk assessment on all County operations
and new department programs

Analyzes risk through actuarial studies and loss
reporting systems.

Develops and recommends self-insurance allocation
programs and premium rates

Develops and recommends deductibles and
self-insured retentions.

Provides cost-benefit analysis on risk management
programs and training

Develops insurance specifications; solicits Request
for Proposals; procures and maintains all County policies and manages
self-insured and insured programs.

Supervises review of contracts, leases and
agreements to ensure maximum protection

Provides evidence and Certificates of Insurance for
County programs and exhibits.

Administers internal service fund and 27 sub funds
for County and its Board Governed Special Districts and County Service Areas.

Administers the County SPARTA and Special Event

Administers Board Governed Special Districts Joint
Powers Authority for Insurance

Processes all payments, requisitions and electronic
transfers for the Division

Provides Management reports on claims, exposure and
cost effectiveness of Risk Management Programs

self-administered subrogation program and coordinates all settlements,
promissory notes, small claims court appearances and trials

Conducts analyses to identify areas

Analyzes legislation, court
decisions and industry trends to recommend changes in procedures and policies to
minimize the County’s exposure

Prevention and Risk Reduction

Develops the County’s Loss
Prevention/Safety Program to prevent injury, illness or property damage caused
by unsafe acts or conditions.

Provides safety related consulting
and training

Evaluates the effectiveness of
accident prevention and risk reduction programs

Administers the County’s Bloodborne
Pathogen and Communicable Disease Program

Administers the County’s Safety
Coordinator Training Program

Recommends Loss Prevention Programs

Conducts Safety Surveys of County

corrective action
