Michael E. Hays appointed Land Use Services director

 

The County of San Bernardino today selected an experienced local planning and building official to head its Land Use Services Department.

 

Michael E. Hays, currently the Director of Development Services for the City of San Bernardino, will supervise the county’s Planning, Building and Safety, and Code Enforcement divisions starting on July 1.

 

“I believe Mike brings the needed combination of education, experience and background to tackle the varied and diverse challenges facing this department,” said John D. Goss, Assistant County Administrator, Economic Development and Public Services Group.

 

Mr. Hays has been the City of San Bernardino’s top planning and building official since 1996. In that role he successfully combined the city’s planning, building and public works functions under a single department. He also greatly enhanced customer service, which is one of the county’s primary goals.

City of San Bernardino, land use chief for the County of San Diego, and town manager for the Town of Paradise.

 

He holds a master’s degree in public administration from California State University, Chico, and master’s and bachelor’s degrees in geography and urban planning from California State University, Fresno.

 

The County of San Bernardino’s Land Use Services Department has been without a permanent director since January 1999. Two interim directors have been in place during a nationwide search for a new permanent director.

 

Concluding that a higher salary was needed to attract quality candidates, the Board of Supervisors last month increased the pay. Mr. Hays will earn $110,700 annually to supervise 133 employees.

 

Mr. Hays was selected following an evaluation by an independent rating panel and a thorough background and reference check, which is now standard for all candidates for top positions in the county.
