CODE ENFORCEMENT DIVISION

The Code Enforcement Division
(CED) administers programs designed to
protect the public's safety, welfare, and property value through enforcement of the San
Bernardino County ordinances and State/Federal laws relating to land use, zoning, housing,
public nuisances, vehicle abatement, and vegetation/fire hazard abatement.
The following list outlines the various duties and functions that
are under the jurisdiction of the Code Enforcement Division for all unincorporated areas
of the County and specific cities who contract with the Department to provide
vegetation/fire hazard abatement:

Public Nuisances:
The enforcement of all applicable County, State and Federal
regulations governing public nuisances such as: graffiti, collections of junk,
trash, debris, garbage, rubbish and related materials, junked appliances or
furniture, waste tires, dismantled, junked or wrecked motor vehicles,
machinery, equipment or parts thereof, mattresses/beds, and the build-up of
same types of junk that pose a hazard to the public's health, safety and
welfare.

Demolitions & Rehabilitation (residential):
Coordination of property restoration and clean-ups that are done
by the owner. The CED also administrates residential structure demolitions for
housing that have been declared a substandard property and a public eyesore.

Substandard Buildings (commercial):
The CED makes sure the commercial buildings within the County's
unincorporated areas follow the established County, State and Federal
regulations regarding minimum standards for preserving the general public's
health, safety and welfare.

Blight Abatement:
The enforcement and removal of all types of conditions that
cause property values to decline.

Abandoned/Inoperative Vehicles:
Abatement of any vehicles the do not operate, or any of their
parts, that are kept on private property.

Land Use Violations:
The enforcement of County zoning regulations and land use
ordinances, and the administration of clean-up actions required.

Special Use Permits (SUP):
Administration of a compliance inspection program for
properties with specific or special conditions that are assigned by County
approved Conditional Use Permits (CUP) or other legal/land use conditional
approvals.

Peddling, Soliciting, & Hawking Enforcement:
The enforcement of County regulations governing all peddling,
soliciting and hawking activities.

Sign Registration:
Enforcement of the County sign ordinances and regulations
requiring that all private use signs in the County are to be registered with
the Code Enforcement Division.

Animals (limited to hogs/ostrich farms):
Enforcement of the land use regulations regarding the raising of
hogs and ostriches on private property.

Exotic Animal Permits:
The permits and enforcement of the County regulations governing
the non-commercial raising of wild, exotic, dangerous
animals that are either mammal, bird, fish or reptile (SBC 32.0112).

Private Kennel Permits:
The permitting and enforcement of regulations relating to
setting up and maintaining private kennels (up to 15 dogs, maximum).

Bed & Breakfast Inns (2 units or less):
The CED ensures that owners or
developers comply with the Conditions of Approval outlined in a Conditional
Use permit (CUP) or similar type of permit granting land use approval, that is
issued by the Current Planning Division.

Home Occupation Permits (HOP):
Issuance and administration of the required permit to establish
a home-based business.

Septic System Failures:
The emergency enforcement activities required in repairing
&/or replacing septic system that have failed.

Vegetation/Fire Hazard Abatement:
The CED enforces County Fire regulations that decrease potential
fire hazards posed by weeds, brush, trees, landscape trimmings and rubbish.

Legal Actions:
The legal process begins with the
issuance of a Notice (i.e.: Notice to Abate, Notice of Violation,
etc.). Time is granted to eliminate the problem. If the problem still exists,
a criminal infraction or misdemeanor citation may be issued. A Temporary
Restraining Order, civil litigation or the use of an Administrative Appeal
Process may be exercised.
