MISSION STATEMENT The Human Resources Department is committed to providing effective customer service to all departments, employees, and constituents of the County of San Bernardino, through the timely delivery of innovative, quality human resources systems, programs, and services. ABOUT US The Human Resources Department administers County human resources (personnel) management programs and activities. This includes Employee Relations, Employee Benefits and Services, Employment, Classification, Performance, Education and Resource Center, Support Services, Equal Employment Opportunity, Commuter Services, the Center for Employee Health and Wellness. The Human Resources Department also supports and provides oversight to the Commission on the Status of Women, the Equal Opportunity Commission and the Civil Service Commission. Human Resources Organization Chart Employee Relations – The Employee Relations Division provides quality employee and labor relations services to managers and employees of the County. Services include labor negotiations, discipline and grievance administration, management-union relations, consultations with operating department managers and Human Resources management. Employment – The Employment Division recruits, tests and certifies County applicants for employment. Activities include comprehensive recruitment planning, application processing, testing and placing candidates on certification lists. Administers the employment appeal/complaint process, ensuring that employee selection meet legal requirements, and assists displaced County employees in their job search. Our current goal is to find and implement ways of providing a higher level of service to ensure that the employment process is as efficient and effective as possible. To this end, we have implemented an automated certification process and we are installing an on-line interactive application process. Employee Benefits and Services – The Employee Benefits and Services Division provides comprehensive benefits and services to eligible employees, retirees and their dependents through strategic planning, negotiation and implementation of County benefit programs. Services include health, vision and dental plan options, life insurance, medical reimbursement plans, dependent care assistance, disability plans, salary savings, wellness programs and leave programs. Center for Employee Health and Wellness – The Center is a specialized medical clinic that provides Occupational Medical Services including medical treatment for work-related injuries, pre-placement physicals and return-to-work evaluations. Employee Health and Productivity (EHaP) – EHaP is an integrated disability management program that provides nurse care coordination, modified duty and wellness services with a focus on injury and illness prevention, health promotion, expedited medical care and return to work. Employee Management and Compensation System (EMACS) – EMACS is the County's automated payroll system. EMACS-HR staff, Auditor Controller Recorder staff and Information Services staff work cooperatively to ensure all County employees are enrolled in the correct benefits and are paid timely and correctly. Future enhancements will include the capability of a paperless time and labor reporting system as well as on-line open enrollment. Classification – Classification establishes and maintains the County's classification and compensation systems and practices with equity, consistency and due regard for pay competitiveness. This section analyzes and allocates positions to appropriate classifications and assists in the organizational development, reorganization and structuring of positions and work within units. Commuter Services – Commuter Services works to create employee interest in transportation alternatives to and from the County worksites. Commuter Services provides information and coordinates the formation of vanpools/carpools and encourages the use of public transportation, walking or bicycling as well as compressed schedules and telecommuting. Participants are rewarded through preferred VIP parking, Guaranteed Emergency Transportation and quarterly prize drawings. Equal Employment Opportunity – Provides competent, impartial and thorough investigations of complaints of discriminatory or sexually harassing treatment occurring within the workplace. Applies the State mandated Interactive Process with employees needing workplace accommodations for their physical and mental disabilities to properly fulfill the essential functions of their jobs. The Unit provides advice and training on discrimination and disability accommodation issues and assistance with liability assessments. The Unit prepares the County's federally mandated EEO Plan and provides EEO compliance assistance for federal contracts and grants. Performance Education and Resource Center (PERC) – PERC is the County's training and learning department. It provides educational and professional development services to the County and its employees. Services include training, communication/marketing, career development and organizational development. Training is offered in areas including job skills, computer applications, workplace ethics, diversity and supervision/leadership. PERC coordinates the County's new employee orientation, organizational planning and tuition reimbursement programs and offers performance consulting, performance measurement, strategic planning and group facilitation services. PERC publishes the Human Services System Connection Newsletter and the Pocket Guide. Suggestion Awards – The Suggestion Awards Program recognizes and rewards employees for their suggestions that improve the efficiency and effectiveness of County operations. Employees may receive a reward of 10% of the annual savings up to a maximum of $10,000. Western Region Item Bank (WRIB) – WRIB functions as a cooperative testing resource managed by the County of San Bernardino. The item bank contains over 50,000 multiple-choice questions in over 300 topic areas. These questions are used in the development of customized employment selection tests for the County as well as 180 other public agencies nationwide. We also provide consultation on test development, construction, and review. |
