The County's Office of Compliance and Ethics (OCE) welcomes your questions and complaints relating to the ethical conduct of County government. The OCE has jurisdiction over County employees and departments; we do not have jurisdiction over city or state employees. The OCE is responsible for responding to inquiries and complaints, and communication may be accomplished in any of the methods listed below.
The Compliance and Ethics Helpline, hosted by a third-party, receives allegations of illegal or unethical conduct involving County employees or officials. Through this Helpline, you may report evidence of known or suspected misconduct, including legal violations, misuse of resources, improper gifts or kickbacks, campaign irregularities, voter fraud, financial concerns, conflicts of interest, retaliation, safety concerns, personnel issues and County policy and process violations. If you choose, you may remain anonymous and no technological tools will ever be used to learn who you are. The Helpline is available 24 hours per day, 7 days per week.

The Public Access ADA Coordinator investigates ADA Title II accessibility complaints involving the County’s facilities, services, activities and programs.
The Department of Public Health's Animal Control Division operates a hotline to receive complaints about animal bites or scratches; animal abuse, neglect, or abandonment; animal nuisance noise; or deceased stray animals on private property.
To report someone's noncompliance with a Department of Behavioral Health policy or a concern involving DBH personnel or operations.
If you know or have good reason to suspect a child is being or has been abused or neglected, please call the Child Abuse Hotline immediately.
The Code Enforcement Division of Land Use Services Department operates the County Land Use Hotline to receive complaints about enforcement of County ordinances and state or federal laws governing land use, zoning, housing, public nuisances, vehicle abatement, and vegetation or fire hazard abatement.
The Department of Aging and Adult Services operates an Elder Abuse Hotline to receive complaints about possible elder abuse or neglect.
If you know or have good reason to suspect that County property has been stolen or misused, you can report it to the Fraud, Waste and Abuse Hotline.
To report the abuse, neglect or mistreatment of someone in a long-term care facility, please call the Department of Aging and Adult Services' long-term care ombudsman.
To report the misuse or abuse of welfare funds including cash assistance, food stamps, childcare and Medi-Cal, please contact the Program Integrity Division of the Human Services Group. You may also use this hotline to report personnel complaints about Human Service Group employees.
