Home Ownership Assistance

The HOME Investment Partnership Program (HOME) is a federally funded housing program created by the Cranston-Gonzalez National Affordable Housing Act of 1990 (NAHA). The HOME Program serves individuals and households earning 80% or less of the area median income established by HUD, who reside within the County of San Bernardino HOME Consortium area. The County’s service area includes the unincorporated areas of San Bernardino County and the cooperating cities of Adelanto, Barstow, Big Bear Lake, Chino Hills, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Rancho Cucamonga, Rialto, Twentynine Palms, Yucaipa, and the Town of Yucca Valley.

The County utilizes HOME program funds to provide the following programs to increase housing affordability and the rate of home ownership in the County.

The Homeownership Assistance Program (HAP)
The Homeownership Assistance Program (HAP) serves households earning 35-80 percent of the area median income level established by HUD. Applicants must have lived or worked in San Bernardino County for at least one year and not currently own their own home. The prospective homebuyer must be able to contribute at least three percent (3%) of the purchase price of the home, qualify for private first mortgage financing, and make monthly payments on the first mortgage. This program provides single family home ownership opportunities - the "American Dream" of owning a home - through funding closing costs, down payments and gap financing (the difference between the market value of the property and the sales price that is affordable to the purchaser). HOME assistance is provided under a deferred loan (Silent Second), secured by Deed of Trust. The property will be the applicant's principal residence. Applications are accepted from prospective buyers on a first- come first-served basis.
