Community Development Block Grant (CDBG) Programs

These programs provide housing assistance to eligible homeowners who reside within the San Bernardino County CDBG Consortium program area, which includes the unincorporated and incorporated areas of the County with the exception of the cities of Chino, Fontana, Hesperia, Ontario, Rancho Cucamonga, Rialto, San Bernardino, Upland, Victorville, and the Town of Apple Valley.

The Fair Housing Program

The Fair Housing Program is administered through CDBG-funded contracts for implementation to assist local housing industry groups and other professionals with the implementation of HUD's Voluntary Affirmative Marketing Agreement to guarantee the right of all people to choose freely where they want and can afford to live. It is promoted through a comprehensive program of training, education, advertising and marketing, minority and women involvement, outreach and recruitment conducted by the contractors


The Single Family Home Improvement Loan Program
 
The Single Family Home Improvement Loan Program serves homeowners earning 80 percent or less than the area median income level established by HUD who have occupied their home for a minimum of 1 year. The home would have to be at least 8 years old to qualify for this program, and mobilehomes need to be on a permanent foundation in order to qualify. The program provides home rehabilitation Loans at or below market rates (3% at this time) for a variety of home repairs.

The Senior Home Repair Program

The Senior Home Repair Program serves homeowners 60+ years of age earning 80 percent or less than the area median income level established by HUD, or homeowners who are permanently disabled. This program provides a one-time grant in the form of labor and materials to help correct code violations and/or health and safety problems.
