The Neighborhood Stabilization Program has stringent guidelines covering both the prospective home buyer and the home being purchased.


These guidelines are designed to ensure that program funds are used as intended by the Department of Housing and Urban Development while providing a clear way for applicants to gauge whether NSP fits their plans.

All assistance for home buyers under the Neighborhood Stabilization Program requires that you meet these conditions:

  • You must purchase a qualified, vacant foreclosure
  • Your income must be below 120 percent of the median - Income Limits for 2009(138k)
  • You do not currently own a home
  • You have strong credit to qualify for a mortgage

In addition to your personal qualifications, the home you purchase must meet certain standards, including:

  • The home must be a vacant foreclosure
  • The home must be located in a targeted neighborhood
  • The home must be purchased at a 1 percent discount
    based on current appraised value
  • The home must pass inspection
  • The home must be used as your primary residence

NSP in City Jurisdictions

This website offers information on the NSP initiative in areas where the County of San Bernardino administers the program. Please note that several cities in the County are administering programs separately. Use the links on the right for more information on the program in cities that are managing NSP funds independent of San Bernardino County.
