WORKFORCE INVESTMENT ACT
BACKGROUND
The Workforce Investment Act(W.I.A.) reforms federal job training programs and creates a new, comprehensive workforce investment system that

PURPOSE
The purpose of WIA is to improve the quality of
the workforce by

workforce investment activities through statewide and local
workforce investment systems

the employment opportunities, employee retention, and earnings
of participants
PRINCIPLES OF OPERATION
W.I.A. embodies seven key
principles to support its purpose. By following the seven key principles, San
Bernardino County has designed a program that is comprehensive and accessible
for all customers. The seven key principles are:
BASIC FACTS ABOUT WORKFORCE
INVESTMENT ACT
- Workforce Investment Boards (WIBs) at
state and local levels develop and lead WIA programs. San
Bernardino County’s Local Workforce Investment Board has many
subcommittees including the Youth Council that oversees W.I.A.
Youth Programs www.youthvibe.com .
- The Local Workforce Investment Board (LWIB)
approves the providers intending to offer services within the
local area. They are then submitted to the State Workforce
Investment Board (SWIB) for approval and inclusion on the State Eligible
Training Provider List (ETPL). These Eligible Training
Providers are educational, community-based, private non-profit or
for-profit organizations, and public agencies that will provide training
services to adults and dislocated workers through an Individual Training
Account (ITA). The ITA is established at the One-Stops for WIA eligible
customers.

SUCCESSFUL PARTNERSHIPS MAKE
FOR SUCCESSFUL SERVICE!
Successful WIA implementation
requires collaboration and partnership. WIN has partners for adult services
and for youth services. One-stop
partners provide comprehensive employment-related and supportive services that
are responsive to the needs of employers, job seekers, and the community. Each one-stop partner offers special areas
of expertise.
- Partners for adult services use the one-stop center as their
base. Required partners have at least one staff person at the
one-stop center and offer core services there. Other services are
offered either at the one-stop center or at the partner’s separate
location.

Partners for youth services
offer services at their site. A WIN Youth Specialist is available
at each one-stop center to tell youth customers their options, but
providers of WIA youth services do not use the one-stop center as
their base.
