Emergency Utility Assistance
For Emergency Assistance, you must have a disconnected and final call notices on utility accounts. Clients must:
- Call HEAP Direct Appointment Lines (909) 723-1680 for an appointment Monday-Friday between 8:00 a.m. and 4:45 p.m. Clients are no longer taken on a walk-in basis. Beware that HEAP appointments are made on a 1st called, 1st scheduled basis. Due to the high demand for Emergency Utility Assistance, HEAP appointments may be scheduled as far one to two months out. Therefore, please plan accordingly by making arrangements with your utility company to prevent disconnection of services while waiting for your appointment. Verifiable extreme emergencies may be prioritized at CAPSBC's discretion.
- Attend one of the scheduled Energy Education Workshops available on Tuesdays, Wednesdays, or Thursdays at 8:00 a.m. or 1:00 p.m. Be early and prepared with all required documents. Click on HEAP Emergency Requirements for the required documentation.
Non Emergency Utility Assistance
Clients without a disconnect notice, may apply for an annual HEAP credit by contacting us to receive an application packet by mail to be returned to us completely filled out. You may also download the required forms below and mail them back to us. It takes six to eight weeks once the application is approved for the credit to be applied to your specified utility bill.
Wood and Propane
Clients may apply for Wood or Propane by contacting us to receive an application packet by mail to be returned to us completely filled out. You may also download the required forms below and mail them back to us. It takes four to six weeks once the application is approved for the credit to be applied to your specified vendor.
