Low-income Sector Representative

Ms. Visser has been the Executive Director of Inland Valley Hope Partners since 2005 and oversees the day-to-day operations of the social service agency, providing leadership to staff and volunteers.  She is responsible for supervising budget and financial performance, grant administration, resource development, human resources, program implementation and monitoring for compliance of with federal, state and private foundation grants.  Ms. Visser manages a $1 million emergency food and shelter program providing funding to 30 agencies.  She managed the Community Impact Department including planning, program assessment, funding process, information and referral help line and volunteer involvement program. 
Ms. Visser has experience in resource development, evaluation/assessment capability, program design and consulting/capacity building.  She provides consulting, grant writing services, training, technical assistance in outcome-based measurement, grant preparedness, internal organization and fiscal accountability to funders and service providers in the counties of San Bernardino, Riverside, Orange and Los Angeles.  She is the principal owner of Engelsma and Associates a consulting firm that specializes in capacity building for nonprofits, and was a past Vice President of Community Impact for United Way.
Ms. Visser has a Master of Arts in Organizational Leadership, Bachelor of Science in Business Management.  She has certificates in Human Resources Management and other related educational training to include grant writing, Role of the Professional and Management, Community Impact Assessment, Using Outcome-Based Measurement in Funding Decisions.  Ms. Visser speaks German, French and Dutch.
Ms. Visser has been on the Community Action Board since November 2007.
