Energy, Education and Environmental Services

The Energy, Education and Environmental Services Program's main objective is to help conserve energy by reducing the consumption of our natural resources.  It also aims to: make homes more comfortable and more healthful; lower the cost of utility bills; provide energy education; and process applications for the Home Energy Assistance Program (HEAP).

    • Eligibility
      Homeowners or renters may qualify for weatherization services if they meet the following requirements:
      -They reside in San Bernardino County
      -Total annual household income falls within the current Federal Poverty Guidelines
  • Home Energy Assistance Program (HEAP)- helps relieve emergency and non-emergency situations for eligible electric and gas customers.
    • For assistance with disconnected and final notices on utility accounts, clients must call for an appointment Monday-Friday between 8:00 a.m. and 5:00 p.m.  To better server our clients we are no longer taking clients on a walk-in bases.  Clients will be scheduled to attend one of the scheduled Energy Education Workshops available on Tuesdays, Wednesdays, or Thursdays at 8:00 a.m. or 12:00 p.m.  Be early and prepared with all required documents.  Call our main number at 909-723-1500, and select option 2 twice for requirements.  HEAP Direct Appointment Lines are (909) 723-1680 or (909) 723-1681.
    • HEAP Workshops are also offered outside of the agency, please call (909) 723-1500 or (800) 635-4618 for details.
    • The HEAP application, required forms, Wood And Propane requirements, HEAP 2008 By Mail Only requirements, Requisitos para HEAP and emergency HEAP requirements are now available by clicking on the appropriate link.  Print and fully complete all of them and mail the entire packet back to us to the address specified in the instruction file.  Only original applications will be processed (No faxed applications).
    • Eligibility
      HEAP eligibility is based on household total monthly income, which cannot exceed established guidelines.  Call 1-800-635-4618.
  • California Alternate Rates for Energy (CARE)- provides a 20% discount off your electric or gas bill for your primary permanent residence.
    • Eligibility
      In order to qualify, the qualifications and guidelines must be met:
      # of persons in household Total combined annual income
      1-2 $27,700
      3 $32,500
      4 $39,200
      *Add $6,700 for each additional person.  discounts start on the next billing cycle after your application has been approved by the utility company.
  • Lead Hazard Reduction- provides lead-hazard paint reduction services for homes built prior to 1979.  The family must have children less than 6 years of age residing or regularly visiting.
