Labor Relations Unit

Under direction of the Board of Supervisors and the Chief Executive Officer, the Labor Relations Unit develops and implements the County of San Bernardino’s labor relations goals, policies and priorities in an effort to maintain productive and positive relations between the County and its employees, and the recognized employee organizations that represent them. The Labor Relations Unit works closely with Finance and Administration, Human Resources, County Counsel, and County departments to support and achieve countywide fiscal, strategic, and operational goals and objectives.

The Labor Relations Unit is responsible for negotiating labor agreements for 25 bargaining units covering nearly 18,000 County employees and approximately 24,000 providers in the In-Home Supportive Services (IHSS) program.

Some of the additional responsibilities of the Labor Relations Unit include:

  • Providing guidance to County Management regarding labor relations issues;
  • Administering the County’s Employee Relations Ordinance and provisions of the Meyers-Milias-Brown Act (MMBA) relating to the meet and confer process, bargaining unit composition, representation elections, unfair labor practices, and dispute-resolution procedures;
  • Monitoring compliance and evaluating the impact of labor-related legislation and regulations;
  • Participating in joint labor-management initiatives, committees and work groups;
  • Interpreting contract language and resolving labor disputes;
  • Representing the County in mediation, arbitrations, appeal hearings, and administrative proceedings;
  • Researching and analyzing labor costs, market trends, comparative data, and bargaining settlements.
