LOUIS PENNA III

Position: Communications Advisor

Areas of Responsibility:
Louis specializes in bridging the information gap between government and residents. His focus remains on planning and coordinating the implementation of the 5th District communication plan. Through it he helps deliver County resource and program information, news, and the Countywide Vision using his knowledge of public relations.

Biography:
Louis started as a summer intern for Supervisor Gonzales in June 2012 and moved into a part-time position. He was brought on full-time after graduating from California State University San Bernardino in March 2013, earning bachelor degrees in public relations and mass communication. Raised in the local mountain communities of San Bernardino, Louis enjoys staying active, writing, and slacklining in his free time.

DAN FLORES

Position: Chief of Staff

Areas of Responsibility:
As Chief of Staff for Supervisor Gonzales, Dan is the principal advisor to the Supervisor on legislative, policy, and regional district issues, and he provides overall direction and coordination of district staff.

Biography:
Dan began his career with the County of San Bernardino in 2004 with the Department of Child Support Services, and then transferred to the Recorder’s Division with the Auditor-Controller/Recorder. Prior to being appointed Chief of Staff, Dan held various positions with the Office of Supervisor Gonzales including Special Projects Coordinator, Field Representative, and Deputy Chief of Staff. Dan has earned a bachelor’s degree from Georgetown University, a Master of Theological Studies from Harvard Divinity School, and a Master of Public Administration from the University of Southern California.

CHRIS MANN

Position: Administrative Analyst

Areas of Responsibility:
Chris is responsible for researching and advising the Supervisor on a wide range of issues, including public works projects, transportation policies, planning, and land use matters. He is responsible for advising the Supervisor on intergovernmental boards and commissions, such as SANBAG, the Inland Valley Development Agency, Omnitrans, and the San Bernardino International Airport Authority. He conducts involved analytical studies, including budgetary and/or operational processes and programs. Chris makes recommendations for the development, implementation and improvement of operations, services and programs. He advises the Supervisor on legislative, policy and regional district issues, and oversees office operations and staff.

Biography:
Chris Mann has a diverse professional background which includes extensive experience in the areas of public relations, political strategy, and real estate development and management. Chris’ areas of expertise include land-use entitlement, water and energy project development, as well as public education and community outreach programs. Prior to joining the County, Chris owned and operated Mann Communications, a public relations firm founded in 2005 specializing in government relations, media relations and community outreach. Chris is a former Mayor and City Councilman for the City of Westlake Village, and has served on the Board of Directors of the San Gorgonio Pass Water Agency. Chris holds bachelor’s degrees in Psychology and Political Science from California Lutheran University in Thousand Oaks, California, and has completed all required coursework for his master’s degree in Public Policy and Administration. He holds real estate licenses in California and Nevada.

AURORA HERNANDEZ

Position: Executive Secretary

Areas of Responsibility:
As Executive Secretary, Aurora is responsible for coordination and management of Supervisor Gonzales’ schedule and appointments. She serves as the office manager for the district and provides general administrative support to the Supervisor and executive staff.

Biography:
Aurora began her career with the County of San Bernardino in 2007 with the Department of Human Resources’ Employment Division. She was then promoted and worked at the Central Regional Office for the San Bernardino County District Attorney. Prior to being appointed Executive Secretary, Aurora served as the Special Projects Coordinator for Supervisor Gonzales. Aurora studied at Southern California School of Interpretation in Norwalk, California, and is a certified bilingual interpreter (Spanish). She also studied Business Administration at Rio Hondo Community College and Victor Valley Community College.

DOUG MOORE

Position: Deputy Chief of Staff

Areas of Responsibility:
Doug is responsible for researching and advising the Supervisor on public works projects, transportation policies, planning, and land use matters. Biography:
Doug has over 25 years of professional public service experience in the areas of contract administration, special projects, policy analysis and training. Before he began working for Supervisor Gonzales in 2006, Doug held various San Bernardino County positions in the Human Services and Behavioral Health departments, and within the Superior Court of California. Doug holds a bachelor’s degree from California State University and a teaching credential from Chapman University.

KENT PAXTON

Position: Homeless Policy Advisor

Areas of Responsibility:
Kent is the Homeless Policy Advisor for Supervisor Gonzales, responsible for the development and implementation of “best practice” policies and strategies to reduce the number of homeless individuals in the County. Also, Kent is responsible for enhancing the communication, coordination, and collaboration, among and with the all of the entities that are part of the San Bernardino County Homeless Partnership, County Agencies, Cities, School Districts, and the Homeless Provider Network, to implement the best practice strategies to reduce homelessness..

Biography:
Kent has over 30 years of experience with the County of San Bernardino working in the areas of mental health, child welfare, and social services. He has worked for multiple county departments in various administrative roles directing programs, managing partnerships, and developing effective strategies that serve the people of San Bernardino County. Kent has received multiple awards and recognition for his public service including induction into the California State University San Bernardino College of Social and Behavioral Science Hall of Fame, and receiving the 2012 Children’s Network Lifetime Advocate Award.

LAURA ABERNATHY MANCHA

Position: Community Liaison

Areas of Responsibility:
Laura’s focus is on building community partnerships with local cities, schools, community service and faith based organizations. She will act as a liaison for Supervisor Gonzales while attending events throughout the County, listening to constituent concerns, and communicating them to the Supervisor.

Biography:
With over 30 years of community service, Laura offers a variety of experience to the Fifth District. As lifelong resident of Fontana, she has been involved in The Zonta Club, Exchange Club, President of the P.T.A., Fontana Women’s Club, Chamber of Commerce, and other organizations. She was first elected to the Fontana Unified School Board in 1993, and served 17 years there. Currently, she is the President of the San Bernardino County Board of Education, where she is in her 3rd year. Laura graduated from Cal State San Bernardino in 2011, with her Bachelors of Arts in Sociology, and is a graduate student studying rehabilitation counseling. She is passionate about education and addressing the needs of the disabled.
