Phil Paule, Chief of Staff
Phil Paule serves as the Supervisor’s Chief of Staff. He has over two decades of
experience in managing the operations of elected officials at the local, State and
Federal levels. Besides acting as the overall Operations Director for the 3rd District
staff, he will specialize in Housing Authority, Airports, and Animal Control for
Supervisor Ramos. He was elected as a member of the Board of the Eastern Municipal
Water District in 2006. He is married with two children and is a native of San Bernardino
Chris Carrillo, Deputy Chief of Staff
Chris handles the Supervisor’s policy operations, including social services and
land use issues. For the past six years, Chris served as U.S. Senator Dianne Feinstein's
Senior Field Representative in San Bernardino, Riverside and Orange counties, providing
leadership on federal issues in the Inland Empire and the southern California region.
While working for Senator Feinstein, Chris attended law school in the evening at
Loyola Law School, Los Angeles, graduating in 2012 with his Juris Doctorate. Chris
holds two Masters Degrees, one in American Politics and the second in Public Policy
from Claremont Graduate University, and earned his double major in English and Government
from Georgetown University. Chris volunteers as an attorney coach for his alma mater,
Redlands High School mock trial team and is a member of Redlands Rotary. He lives
in Highland with his wife Jennifer.
Otoniel Tony Mejia, Legislative Analyst
Tony provides the Supervisor with a thorough understanding of proposed legislative
and budgetary issues brought before the Board of Supervisors. Tony is responsible
for the research and analysis of policies and proposals affecting the Third District
and San Bernardino County as a whole. He received his B.A. from California State
Polytechnic University, Pomona in 1993. For several years, he worked as an Intergovernmental
Affairs Assistant for the San Manuel Band of Mission Indians before taking on a
new challenge with the Safety and Loss Control unit of their Risk Management Department.
He completed two certificate programs in 2010, one in Risk Management and the other
in Occupational Safety & Health.
Molly Wiltshire, Communications Director
As the Communications Director, Molly provides updates to stakeholders through various
forms of media including newsletters, social media outlets, and the Third District
County Supervisor website. As the primary spokesperson for the Supervisor, she is
responsible for contact with the press. She is also responsible for handling policies
affecting social services in the County and for the development of community engagement
activities throughout the Third District. She was born and raised in San Bernardino
County and holds a Bachelor of Arts in Government from the University of Redlands.
Julianne Torres, District Representative
As District Representative, Julianne is responsible for coordination and management
of Supervisor Ramos’ schedule and appointments. She serves as the office manager
for the district and provides general administrative support to the Supervisor and
executive staff. Julianne also serves as the Representative for Highland, Del Rosa
and various communities throughout the District. Julianne began her career with
the County of San Bernardino in 1994 with the Department of Aging and Adult Services.
Since then she has worked for various departments including the Sheriff’s Department
and County Counsel. Julianne is working on her Bachelor’s Degree in Public Administration
at California State University San Bernardino. She resides in the Third District
and enjoys spending time outdoors with her family.
Elizabeth “Liz” Harris, Field Representative
Liz Harris serves as Field Representative for the Big Bear Valley. She is responsible
for informing the Supervisor of issues and needs of the mountain communities and
residents. Liz recently completed her third term on the Big Bear Lake City Council
where she was honored to have served as Mayor three times. Liz is founder of the
Big Bear Valley Education Trust whose mission is to improve educational opportunities
for everyone in Big Bear Valley. She is a retired educator who worked as a teacher,
principal, and assistant superintendent for 35 years. Liz is a graduate of San Diego
State University where she earned her Bachelor and Master’s degrees in Education.
She received her Education Specialist degree from Point Loma University and finished
her formal education with a Doctorate in Education Administration from Northern
John Futch, Field Representative
John Futch serves as the Field Representative for the Loma Linda, Mentone, Redlands,
Yucaipa, and Grand Terrace communities. He is responsible for keeping the Supervisor
informed of community needs. As a Field Representative, John works to bring awareness
to issues and to find solutions for residents in these areas. John received a B.A.
in Political Science and an M.A. in Social Science from Cal State University, San
Bernardino. He has a vast knowledge of the issues facing the Inland Valley. He has
served in different capacities at Cal State University, San Bernardino and for the
San Bernardino Community College District. Mr. Futch has also been recognized for
his community involvement and membership in a variety of organizations.
Beverly Lowry, Field Representative
Beverly Lowry serves as the Field Representative for Barstow and Lucerne Valley. She
works to bring awareness to issues facing these communities and residents. She is
responsible for keeping the Supervisor informed of ongoing projects and community
needs. For over twenty years, she served as a County and State Field Representative
for the High Desert communities. Beverly is a longtime Barstow resident and currently
serves as a Director for the Mojave Water Agency, representing the greater Barstow
Mike Lipsitz, Field Representative
Mike Lipsitz serves as the Field Representative in the Morongo Basin which includes the hi-desert
communities of Yucca Valley, Twentynine Palms, Joshua Tree, Morongo Valley, Wonder Valley, Landers and
the Homestead Valley communities. As Field Representative, he is responsible for keeping the Supervisor
informed of issues and events impacting the community; and he works to keep the community aware of County
issues, events, and opportunities that impact local residents. In 2004, Mike moved to the hi-desert where
he is involved in many community groups and civic activities. He holds a Bachelor of Journalism degree
from the University of Missouri, Columbia.
Lizett Santoro, Constituent Services Representative
As the primary point of contact for constituent inquiries and requests for assistance, she makes referrals to appropriate County departments, monitors constituent cases, and generates case reports for the district and provides general administrative support to the third district staff.
Lizett first started working with the County of San Bernardino in February of 2013, in the San Bernardino Transitional Assistance Department where she provided assistance to the facilitators during their job readiness classes and provided assistance to clients in the Job Services Resource Room.
