About Paul - Biography

Second District Supervisor Paul Biane was elected to the San Bernardino County Board of Supervisors in November 2002 after eight years of service as a Rancho Cucamonga City Councilman. He was elected Chairman of the Board in 2006.

Supervisor Biane is a board member and past president of San Bernardino Associated Governments, the county’s transportation authority, responsible for the development and funding of transportation projects throughout the county. He was at the forefront of the campaign to continue Measure I, a local tax that helped fund the 210 Freeway extension and many other improvements to freeways and local streets.

He serves on the board of the Local Agency Formation Commission, which deals with land issues in our county, cities, and special districts, and he is also involved with the California Association of Local Agency Formation Commissions.

Supervisor Biane serves on the Board of Directors for San Bernardino County’s Cal-ID Remote Access Network Board. This regional board consists of public safety agencies that work to provide fingerprint technology and DNA services to members and law enforcement agencies. He is active in community affairs within his district, which encompasses Rancho Cucamonga, Upland, San Antonio Heights, Mt. Baldy, Fontana, Lytle Creek, Devore, and the Crestline communities.

He is deeply committed to the Speedway Redevelopment Area surrounding the Auto Club Speedway of Southern California in Fontana. Supervisor Biane was instrumental in making it possible to bring a second NASCAR race to the Speedway, along with the immense economic benefits that accompany the premiere sporting event. He is dedicated to maintaining services for Second District residents and to meeting the challenges facing county government. He played a key role in the development of the Bark Beetle Emergency Mitigation Plan to reduce the danger of catastrophic fire in our mountain communities. His efforts on behalf of the local mountain areas have resulted in more funds, more equipment, and additional programs to aid communities in their bark beetle eradication efforts.

Supervisor Biane has expanded the Second District’s community outreach by initiating successful programs like yearly community health and safety fairs where thousands of residents receive free optical, dental and medical health screenings. He also developed an annual grant-writing workshop to assist nonprofit organizations in finding new resources and meeting their goals; this has been extremely successful and annually attracts more than 250 nonprofit representatives from our local communities. The senior population is also very important to Supervisor Biane, and in 2006, he rolled out the first Senior Health and Wellness Fair in Rancho Cucamonga.

In August 2007, Chairman Biane proposed Green County San Bernardino – a series of green policies to reduce greenhouse gas emissions in San Bernardino County through the use of LEED (Leadership in Energy & Environmental Design) standards in building. The policies, which were unanimously adopted, also established fee waivers and other incentives to support the use of “green” technology by residents, business owners, and homebuilders. Green County San Bernardino aims to promote energy conservation, facilitate a reduction in greenhouse gas emissions, and reduce the public’s reliance on non-renewable energy sources. Chairman Biane also created a County website for information regarding the program – www.greencountysb.com. Green County San Bernardino has won praise from Southern California’s environmental community.

Prior to his election to the Board of Supervisors, Chairman Biane worked in the private sector with NAI Capitol Commercial Real Estate Services where he applied his extensive experience in finance and real estate. He also served as President of the Inland Empire League of Cities from 1998 to 1999, and he is now Chairman of the California Housing Opportunities Agency (CHOA), a program to assist citizens in the Second District to attain home ownership.

Supervisor Biane is a 6th generation Inland Empire resident, growing up in Alta Loma. He attended local schools, graduating from Damien High School before going to the University of San Diego, where he obtained his Bachelor’s Degree in Business Administration in 1987. He lives in Alta Loma with his wife Lea, daughter Bella and son, Philo.
