Permit & Registration Information


A Restricted Materials Permit is required before application of any restricted material to an agricultural use site and may only be issued to a qualified applicator. Permits for sites with perennial crops may be issued for up to a three-year period. Growers are required to pass (70%) a written examination and obtain a Private Applicator Certificate before applying for a Restricted Materials Permit. A Pesticide Safety Reference Manual (English and Spanish versions) is available for $7 for those who wish to study before taking the exam. There is no cost for either the exam or the permit. A Qualified Applicator is required for all agricultural pest control businesses, governmental agencies, golf courses, etc. wanting to obtain a Restricted Materials Permit.

Growers and agricultural use facilities wanting to apply only non-restricted pesticides need to obtain an Operator Identification Number so that they can comply with pesticide use reporting requirements. A Private Applicator Certificate is not required for growers wishing to apply non-restricted pesticides, but any employees who handle pesticides or are field workers are required to receive training from a qualified trainer. There is no cost for an Operator Identification Number. Homeowners are not eligible for either an Operator Identification Number or a Restricted Materials Permit.

Agricultural pest control businesses, maintenance gardeners, pest control advisers, farm labor contractors, structural pest control operators, and pilots who apply pesticides from the air are all required to register on a calendar year basis with the commissioner of each county in which they intend to operate. Please be sure licenses are current before attempting to register. The following chart shows registration requirements and fees:
