This award is presented by the Government Finance Officers Association (GFOA) of
the United States and Canada. The GFOA established the Certificate of Achievement
for Excellence in Financial Reporting Program in 1945. The Auditor-Controller's
Office has received this award for the 23rd consecutive year. In part, this award
is presented to state and local governments that prepare annual financial reporting
exceeding the minimum requirements of generally accepted accounting principles (GAAP).Reports
are reviewed by members of the GFOA staff and the GFOA's Special Review Committee,
comprised of individuals with expert knowledge of public-sector financial reporting.
Award for Outstanding Achievement in Popular Annual Financial Reporting (PAFR)
This award is presented by the Government Finance Officers Association (GFOA) of
the United States and Canada. The Popular Annual Financial Reporting Awards Program
was established in 1991 by GFOA. The Auditor-Controller's Office has received this
award for the 5th consecutive year, recognizing its efforts to develop accounting
transparency for average citizens by producing the County's financial report in
an easy-to-understand format. While staying within the GFOA's guidelines, the Auditor-Controller's
Office has also made improvements to the accessibility of this report by posting
a link to the website (www.sbcounty.gov/atc) where individuals can review content
cover to cover, and distributed hardcopies to local universities and libraries.
