He also serves as County Clerk, by appointment of the Board of Supervisors. As Auditor/Controller-Recorder, Mr. Walker has expanded major operational audits of county departments, and presided over the startup of the county's new payroll system, as well as a major upgrade in the county's financial accounting system. He has made improvements to County Recorder systems a top priority. Walker served on the California Attorney General's Electronic Recording Task Force in 1999.

He was later appointed by the State Controller to serve on the Controller's Committee on County Accounting Procedures.

While on the Board of Supervisors, Walker was a leader on issues relating to county budget and finance. He has been an important advocate of the county's effort to employ electronic information systems wherever it appears that reduced county cost of better service to county residents would result.

Mr. Walker served as a member and Chair of the Metrolink Board of Directors, and was the Founding Chair of Metrolink's standing Audit Committee. He was a member and President of the boards of both Omnitrans (a local transit agency) and San Bernardino Associated Governments (SANBAG-the County Transportation Commission). He served as the appointee of the California Senate President Pro Tem to the California/Nevada High Speed Rail Commission. He also served as member and Convenor of the San Bernardino County Children's Network Policy Council.

The Auditor/Controller-Recorder is a graduate of U.C. Irvine (B.A. degree, Social Sciences), and of the UCLA School of Law (J.D. degree). He also completed a course of study in accounting at Cal State University San Bernardino, and successfully completed the CPA (Certified Public Accountant) exam. Mr. Walker is both an accountant and an attorney, with professional experience in real estate transactions and litigation. He is a former licensed real estate broker.

Larry Walker served as elected Mayor of Chino from 1980 to 1986, and as a City Council member from 1978 to 1980. He was a Lieutenant Commander in the U.S. Naval Reserve and has received the Naval Unit Commendation and National Defense Service Medal.
