New Law Regarding Social Security Numbers
Effective January 1, 2008, Section 1798.89 of the Civil Code is added to read:
Unless otherwise required to do so by state or federal law, no person, entity, or
government agency shall present for recording or filing with a county recorder a document that is required by any provision of law to be open to the public if that record displays more than the last four digits of a social security number.
 

Recording Services - Examination

Examines and reviews various documents relating to real and personal property ownership transactions, for compliance with applicable laws and local ordinances. Assesses fees and taxes pursuant to statute.

Records Research - Public Assistance, Land Records Research, County Clerk, Mail Room & Document Control

Receives and distributes all incoming mail and reports to the various Auditor/Controller-Recorder divisions. Maintains files of all financial documents and paid warrants for use by both the Auditor/Controller staff and external auditors. Distributes monthly reports of the Financial Accounting System. Preserves all on-site back-up microfilm for Recorder's division. Directs the out-going mail of all divisions, which exceeds several hundred thousand pieces annually. Assists the Public in locating documents and information.


Fiscal - Accounting and Cashiering

Bills and collects all Recorder's division revenue, deposits all monies received and distributes portions to the various County and State Agencies. Also has an off-line section where all charge documents are keyed daily.

Marriages & Vital Statistics

Maintains all records of Birth, Marriage and Death events that occur in this County. Certain authorized personnel also prepare marriage licenses and conduct civil marriage ceremonies.

Document Finishing - Data Entry and Document Scanning

Information abstracted from a document, once accepted for recordation, is key entered for production of an index that allows recovery and examination by any member of the public of all documents in the Recorder's custody.
