Mission Statement


The mission of the Purchasing Department is to support the procurement of the material and equipment that are essential to providing governmental services for the citizens of San Bernardino County. The staff of the Department is dedicated to providing efficient and responsive service, while upholding the highest ethical and professional standards.




Employee of the Quarter


Bill Brock

Bill Brock, C.P.M. was selected as Employee of the Quarter for his excellent procurement and negotiation services. Two specific examples were cited, whereby he:

  1. Renegotiated an existing law enforcement contract to obtain a product upgrade, greater discount, increased trade-in credit, complimentary training, vendor-paid freight, and extended warranty – all at no additional cost to the county department, and
  2. Awarded a contract that standardized equipment for a five-year period in order to secure a very significant savings for another county department, and then negotiated an additional credit to cover an early termination on existing contracts.

Bill has been with the Purchasing Department for 11 years and has a background in procurement in the private sector.
