
The San Bernardino County's Department of Community Development and Housing (CDH) administers a wide range of programs, many of which are funded through the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) to support local government and community organizations through capital-improvement projects, public services, housing and economic development. ED programs and projects are implemented and administered by its three divisions: Community Development, Housing Development and Economic Development.
The Community Development Division is responsible for the application and implementation of the County's Community Development Block Grant (CDBG). The territory covered under the County's CDBG program includes the Cities of Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa, the Town of Yucca Valley and the unincorporated area of the County. Each year the department implements over 250 capital improvement and public service projects through existing agencies and community-based organizations.
The Housing Development Division manages a variety of affordable housing programs funded by federal, State, and local governments; and through the leveraging of private investment. The primary purpose of these housing programs is to expand the supply of decent, safe, sanitary, and affordable housing for the residents of the County.
The Housing Development Division administers home purchasing assistance, housing repair programs, the Emergency Shelter Program and the Fair Housing Program. These programs provide housing assistance to eligible participants.
The Housing Division's activities are divided into three major components: tax-exempt bonds which utilize private investment to finance both single-family and multi-family projects, Housing Preservation which funds repair and restoration activities, and the federally-funded HOME Program which provides a variety of mortgage and rental assistance to low-and-moderate income families.
