Home Investment Partnership Act (HOME) Programs

The Home Investment and Partnerships Act (HOME) programs are federally funded housing programs created as a result of the Cranston-Gonzales National Affordable Housing Act of 1990. The HOME Program serves individuals and households earning 80% or less of the area median income level established by HUD, who agree to reside in housing located within the County of San Bernardino HOME Consortium program area. The HOME Program area includes all unincorporated areas of the County, as well as most cities within the County of San Bernardino. HOME funds may NOT be used within the city limits of the following excluded cities: Fontana, San Bernardino, Upland, Ontario, Chino, Hesperia, and the town of Apple Valley.

 

The Community Housing Development Organization (CHDO) Program
The Community Housing Development Organization (CHDO) Program assists community-based nonprofit organizations established for the expressed purpose of providing affordable rental housing opportunities to individuals and/or households earning 80% or less than the area median income level established by HUD. CHDO's are organized and structured pursuant to the HOME Program regulations. Fifteen percent (15%) of each year's HOME Program allocation is reserved for projects developed, sponsored, or owned by certified CHDOs. Financial assistance to nonprofit organizations certified as CHDOs can be for acquisition, rehabilitation, and new construction of affordable housing units. Funds are distributed on a first-come, first-served basis.

The Rental Property Acquisition and Rehabilitation Assistance Program
The Rental Property Acquisition and Rehabilitation Assistance Program serves households earning 80 percent or less than the area median income level established by HUD by providing financial assistance to nonprofit, and for-profit developers of rental property for the acquisition and/or rehabilitation of single and multifamily rental units to be rented to income-eligible tenants at affordable rates. Acquisition-related expenses such as appraisals, fees, etc., (soft costs) may be funded with HOME dollars. Rehabilitation work (hard costs) ranges from re-roofing and electrical work to handicapped accessibility modifications. Applications are accepted on a first-come, first-served basis until funds have been exhausted.

The Homeownership Assistance Program (HAP)
The Homeownership Assistance Program (HAP) serves households earning 35-80 percent of the area median income level established by HUD. Applicants must have lived or worked in San Bernardino County for at least one year and not currently own their own home. The prospective homebuyer must be able to contribute at least three percent (3%) of the purchase price of the home, qualify for private first mortgage financing, and make monthly payments on the first mortgage. This program provides single family homeownership opportunities - the "American Dream" of owning a home - through funding closing costs, down payments and gap financing (the difference between the market value of the property and the sales price that is affordable to the purchaser). HOME assistance is provided under a deferred loan (Silent Second), secured by Deed of Trust. The property will be the applicant's principal residence. Applications are accepted from prospective buyers on a first- come first-served basis.

American Dream Downpayment Initiative (ADDI)
The ADDI Program will be administered under the HOME Program Regulations, and participants will be subject to the same income limits and purchase price limits as the County’s existing HAP. Participants who qualify for ADDI may also use the HAP to supplement the ADDI assistance. Similarly, HAP participants who also qualify for ADDI may use both programs to maximize the amount of homeownership assistance they can receive from the County.

The Tenant Based (Rental) Assistance (TBA) Program

The Tenant Based (Rental) Assistance Program (TBA) Program is a two-part rental assistance program. Both components are administered by the Housing Authority of the County of San Bernardino. The monthly rental assistance program provides on-going assistance with rent payments to families that meet eligibility requirements for the program. A one-time assistance component provides security deposit assistance to eligible applicants who have received a rental voucher through the Housing Authority. These two programs serve households (renters) earning fifty percent (50%) or less than the area median income level.
