
Since the beginning of the Community Development Block Grant (CDBG) Program in 1974, The County of San Bernardino has continuously qualified to receive federal housing and community development grant funds each year from the U.S. Department of Housing and Urban Development (HUD) to provide decent housing, suitable living environments and expanded economic opportunities, principally for low and moderate-income persons.
The Community Development Division of CDH is responsible for obtaining the CDBG and other grants from HUD to fund a wide variety of construction, service and revitalization projects throughout the County. Other responsibilities for the Community Development Division include securing and administering Special Purpose Grants from HUD when appropriated by Congress. CDBG program funds can be used to build community facilities, roads, parks; to repair or rehabilitate housing, to provide new or increased public services to local residents or to fund initiatives that generate new jobs. In order to be eligible for CDBG funding, a project must meet one of the three National Objectives. The principle National Objective is that the project must primarily benefit persons of low and moderate income. CDH's Community Development Division currently provides project oversight in implementing over 375 CDBG funded projects through contracts with 13 cooperating cities, over 80 non-profit agencies and other County Departments.
Another responsibility for the Community Development Division is to maintain the County's qualification to receive an annual CDBG entitlement as an Urban County. As part of this responsibility, the Community Development Division secures the participation of cooperating cities in the County's CDBG program. The Community Development Division prepares mid-and annual program performance reports to demonstrate the County's ability to carry out its CDBG activities in a timely manner and in compliance with federal regulations.
