
Each year the County of San Bernardino receives grant funds from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and the HOME Investment Partnership Act (HOME) programs. These annual grants coincide with the County’s fiscal year which begins July 1st and ends on June 30th. As part of the grant application, the county is required to submit a Consolidated Plan document that addresses the strategies and priority needs for using the three grant funds over a five-year period. Proposed and Final Plans or their summaries are available for viewing by clicking on the links below. The following text provides information about the County’s current-year Consolidated Plan as well as the County’s new Consolidated Plan.
Final 2005-2010 Consolidated Plan and 2005-2006 Action Plan
The County adopted the current five-year Consolidated Plan in April 2005, for the fiscal years 2005-2006 through 2009-2010. This Consolidated Submission of the HUD Housing and Community Development Programs included an Annual Action Plan covering July 1, 2005 through June 30, 2006. The Consolidated Plan was submitted on May 31,2006 and revised on June 21, 2005. The Final Consolidated Plan containing the 2005-2006 Action Plan is available for viewing at 2005-2006 Final Plan. Proposed update to the 2005-2010 Consolidated Plan and the 2006-2007 Action Plan
The proposed Consolidated Plan update for fiscal year 2006-2007 was presented to the San Bernardino County Board of Supervisors on April 4, 2006, at which time public testimony was received. San Bernardino County Hearing notices for this public hearing were published in newspapers throughout the county. The Board of Supervisors approved the revised proposed Consolidated Plan on April 18, 2006 and directed staff to prepare the final Consolidated Plan for submittal to HUD. The 2006-2007 Citizen Participation Plan
identified the county’s goals and objectives for encouraging citizen participation in the development of the Consolidated Plan. The 2006-2007 Citizen Participation Plan was approved by the County Board of Supervisors on March 14, 2006, and is contained in Appendix E of the 2006-2007 Proposed Plan document and can be viewed using the link above. Under the Citizen Participation Plan, the county advertised a request for project proposals to be considered for CDBG funding. Proposals for the CDBG program were accepted during the months of October, November and December 2005. Proposals found eligible according to HUD program regulations were forwarded to the appropriate cities for prioritization during the month of February 2006. Eligible unincorporated area proposals were reviewed in consultation with the affected Supervisorial District offices.
On March 14, 2006, the Board of Supervisors also approved an update for 2006-2007of the County’s 2005-2010 Needs Identification Report . This report is contained in Appendix B of the 2006-2007 Proposed Plan and presents a summary of Housing and Non-Housing Development Needs for 2005-2010 as expressed by individuals, public and private organizations and social service providers. Prior Year Consolidated Plan Documents
The Fifth-year Update for the Consolidated Submission of the HUD Housing and Community Development Programs covering July 1, 2004 through June 30, 2005, was submitted on May 28,2005 and revised on June 16, 2004. The Final 2004-2005 Action Plan is available for viewing at 2004-2005 Final Plan.
