Annual Reports (CAPER)

Each year the County of San Bernardino receives grant funds from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG), the Emergency Shelter Grant (ESG), and the HOME Investment Partnership Act (HOME) programs. These funds are used to meet the primary objective of developing viable communities by providing decent housing, suitable living environments and expanded economic opportunities, principally for low- and moderate-income persons.

The Consolidated Annual Performance and Evaluation Report (CAPER) for the County of San Bernardino is prepared in order to report to the public and to HUD about the programs, projects and activities carried out by the County during the past year to meet the federally established goal of developing viable communities. The most recent CAPER is listed under additional resources and can be viewed by clicking 2004-2005 Consolidated Annual Performance and Evaluation Report. This document identifies the County’s Consolidated Plan program goals and objectives, and provides an overall assessment of the County’s attainment of these established goals. The overall assessment of our goal attainment contains accomplishments for each project either undertaken or continued in the program year. As part of the self-evaluation included with this CAPER, we determine whether the established long-term objectives are meeting current needs, and we discuss adjustments to strategies and activities, if any, needed in order to more effectively meet the various goals and strategies outlined in the Consolidated Plan.

An easy to read summary version of the CAPER is the Annual Performance Review (APR). This document was published and presented, so that citizens could have an easy-to-read report on the County's accomplishments using the grant funds. A two week period was provided for the public to review and comment on the County's accomplishments, prior to submission of the CAPER to HUD. The 2004-2005 APR is contained in of this document. The 2004-2005 CAPER and HUD Required Performance Reports document submitted to HUD, consists of the Consolidated Annual Performance and Evaluation Report and Appendices A through J. Due to the large number of pages involved, Appendices F and G were not included in the printed copies of the 2004-05 Consolidated Annual Performance and Evaluation Report (CAPER) distributed to cooperating cities and public libraries for public review.
