About the Staff

Beatriz Valdez, MBA, CPA has been the Grants Coordinator for the San Bernardino County Administrative Office since January 2008. She also has served as Chief Financial Officer for the County Department of Public Health since June 2005 and has been with the County since 1996.

Beatriz assists the County Board of Supervisors and Departments with all aspects of private and governmental grant proposals and directs intra-County policies and procedures related to grants. Since her short term with the Grants Office, Beatriz has assisted County departments in securing over $1 million in public and private funding. She is involved in many community based networks, and as part of a collaborative team, works to increase the capacity of our local community benefit organizations. She also provides leadership for the Grants Office and offers grant development and review assistance to County departments and nonprofit organizations throughout San Bernardino County.

Beatriz holds a Masters in Business Administration degree in Finance from California State University San Bernardino and is also a Certified Public Accountant with the State of California.


Tom Hernandez, MAEd, CHES has been the Grant Writer for the San Bernardino County Administrative Office since February 2008. Prior to coming to the County Administrative Office, Tom was employed with the Department of Public Health since 1993.

Tom writes foundation and governmental grant proposals for County departments and local nonprofits and researches new grant funding prospects. Tom also assists in reviewing and editing grant proposals submitted by County departments. Within the last 2 years Tom has successfully written funded applications from various funding organizations in the total amount of $7,084,005. Tom is a member of the American Association of Grant Professionals, the National Commission for Health Education Credentialing, Inc., and active with the Society for Public Health Education (SOPHE) and was a 2004 SOPHE Scholarship Recipient.

Tom holds a Masters of Arts degree in Education from California State University San Bernardino, is a Certified Health Education Specialist with the National Commission for Health Education Credentialing, Inc., and is currently in the California State University San Bernardino Doctorate of Education Program in Educational Leadership.


Hannah Hughes has been with the San Bernardino County Administrative Office since May 2008. Prior to coming to the County Administrative Office, Hannah worked as a Staff Analyst with the San Bernardino County Department of Public Health and later was employed as a Program Manager and Curricula Lead for Oxford Tutoring in Riverside, California.

Hannah provides grants leadership and expertise to the County departments and local nonprofits as well as assisting in the draft, review, and editing of grant proposals. Hannah maintains the Grants Office Website, researches and provides notices of funding opportunities, coordinates events and conferences, and is responsible for management of all grant databases and information tracking systems. Hannah is an active member in many nonprofit collaborative networks.

Hannah is currently a Junior at the University of California Riverside. Her major is in Biological Sciences with a concentration in Environmental Toxicology.
