The Department of Community Development and Housing's Housing, Finance and
Preservation Division (Housing Division) manages a variety of affordable housing
programs funded/regulated at the federal, State, and local levels. The primary
purpose of these housing programs is to expand the supply of decent, safe,
sanitary, and affordable housing for the residents of our County.
The County's population has more than doubled since 1970. Rapidly escalating
housing prices during the 1970's and 1980's caused an influx of residents from
surrounding areas to San Bernardino County in search of more affordable housing.
As a result, many people live in the County of San Bernardino and commute
outside of its borders to work. Many of these people look to the government for
assistance in filling their housing needs. The following provides an overview of
the County's Housing Assistance Programs:

Mortgage Revenue Bond (MRB) Programs The Mortgage Revenue Bond Program is a Countywide program that provides financing through two separate components through the sale of tax-exempt bonds authorized by the California Debt Limitation Advisory Committee (CDLAC). |

Preservation These federally-funded programs provide housing assistance to eligible homeowners who reside within the San Bernardino County CDBG Consortium program area. |

HOME Investment Partnership (HOME) Program The HOME Investment Partnership (HOME) Program is a federally-funded housing program serving individuals and households earning 80% or less of the area median income level established by HUD, who reside within the County of San Bernardino HOME Consortium area. |
Fair Housing Program
The County affirmatively furthers fair housing choice through its Fair Housing Program and its Tenant/Landlord Mediation Services Program. |
