2009-2010 PROGRAM YEAR
Each year the County of San Bernardino receives grant funds from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) Program. Similar CDBG allocations are provided to states, urban counties and metropolitan cities across the country. CDBG funds are used for developing community improvement programs and projects to assist clients or benefit area residents. CDBG regulations require that at least 51% of the people served, have incomes that are less than the low- and moderate-income limits set by HUD.
The County is responsible for implementing a CDBG Program covering the
unincorporated areas of the County and twelve (12) cities that cooperate in the County CDBG Program. There are
twelve (12) metropolitan cities in San Bernardino County that also receive CDBG funds from HUD separately from the County’s CDBG funding. Consequently, CDBG proposals for projects that benefit people residing within metropolitan cities must be submitted to those cities rather than to the County.

There are two types of CDBG Applications: 1) Public Service (7 pages) for public service projects; and, 2) Construction and Other Community Improvements (11 pages) for construction, economic development and other projects. Cooperating cities and Supervisorial Districts which are identified by the applicant in the proposal as benefiting from the service or project will receive copies of the proposals to assist them in determining their funding priorities and recommendations. The cooperating cities will hold public hearings to prioritize their proposals and to recommend funding. The County of San Bernardino will hold a public hearing to consider unincorporated area proposals plus city recommendations and, to approve the overall CDBG Action Plan.
