About the County Administrative Office

The County Administrative Office is privileged to serve a dynamic organization of dedicated leaders and county staff under the policy direction of the Board of Supervisors. The Chief Executive Officer, along with the Executive Team, work in collaboration with County departments, cities and school leaders, state and federal legislators and agencies, and all community stakeholders to make the County a better place to live, work, and play. The Office makes it a priority to develop a culture of excellence within the County organization to ensure county residents and investors receive the highest level of service from their County Government.

Luther Snoke

Luther Snoke was appointed Chief Executive Officer on September 12, 2023. 

Mr. Snoke works closely with the Board of Supervisors, as well as County executive leadership and Department Heads, to achieve the Countywide Vision and strives to provide the residents of San Bernardino County with the services they need. He was instrumental in the County’s multi-departmental response to the COVID-19 pandemic.

Mr. Snoke’s career with San Bernardino County began in 2013.  Prior to his appointment as County Chief Operating Officer, he served as a Deputy Executive Officer, Strategic Initiatives Chief, and Administrative Analyst III. In all roles, Mr. Snoke effectively managed department operations or coordinated with Department Heads to support daily operations. 

Prior to joining the County, Mr. Snoke worked in multiple corporate leadership roles, most recently as the Vice President of Finance for a publicly traded healthcare organization.  Mr. Snoke received his Business Administration degree from Cal State University, Fullerton, and is a CSAC Credentialed Senior Executive.

Diana Alexander

Diana Alexander has been San Bernardino County’s Assistant Executive Officer since 2020. 

Ms. Alexander is directly responsible for overseeing county department operations through the Community Services Group of six departments, the Health & Human Services group of 10 departments, and the Community Revitalization group of two departments. Ms. Alexander also oversees the equity work that the county committed to as part of the Board of Supervisor’s resolution declaring that racism is a public health crisis, and she leads the Countywide Vision Leadership team on behalf of the CEO.  Ms. Alexander partners with all county departments and multiple community stakeholders in providing extremely vital services to county residents while helping to achieve the countywide vision for all. 

Ms. Alexander began her career with San Bernardino County in 1993. Prior to her appointment as AEO Ms. Alexander served as the Deputy Executive Officer over the Community Services Group which consisted of the Departments of Agriculture Weights & Measures, Airports, Libraries, Museums, Regional Parks, and Registrar of Voters. Prior to that assignment Ms. Alexander served as the Director of the San Bernardino County Preschool Services Department; Assistant Director of the Transitional Assistance Department; and Chief Learning Officer over the County’s Performance, Education & Resource Centers.

Ms. Alexander is a resident of San Bernardino County and holds a Bachelor and Master’s degree in Public Administration, both from California State University San Bernardino.

Matthew Erickson

Chief Financial Officer

As the County Chief Financial Officer since June of 2018, Matthew is responsible for County finances and the development of the County Budget. He also oversees development of the five-year forecast and annual strategic plan; the administration and monitoring of the County general fund long-term debt portfolio, which includes both issuance and post-issuance activities; and oversight and administration of the County’s capital improvement program.

Trevor Leja

Trevor Leja is an Assistant Executive Officer with the County Administrative Office. Trevor works closely with the County Chief Executive Officer, other County Executive Leadership, along with Department Heads to support the daily department operations of the Public Works Department, which includes Special Districts, Flood Control, and Solid Waste. Trevor also provides oversight to Regional Parks, Airports, Agriculture Weights and Measures and Project and Facilities Management. In addition, Trevor supports the County Communication division of the Administrative Office.

Chad Nottingham

Chad Nottingham’s career with San Bernardino County began in 2000. As Assistant Executive Officer, Chad works closely with the County Chief Executive Officer, other County Executive leadership, and department heads to achieve and uphold the Countywide Vision. Prior to his role as Assistant Executive Officer, Chad served in the role of Deputy Executive Officer. Chad has over 23 years of experience working for the County and currently provides oversight to Economic Development, Fleet Management, Libraries, Museums, Registrar of Voters, Workforce Development, Innovation and Technology, Land Use Services, Public Health, and Real Estate Services.

Diane Rundles

Diane Rundles has been employed for San Bernardino County since May of 2019. As Assistant Executive Officer, she oversees Human Resources, Risk Management, Labor Relations, the Performance Education Resource Center (PERC), Veterans Affairs, Behavioral Health, Children and Family Services, Purchasing and the Children’s Network. Diane has over 16 years of experience in Human Resources, and 24 years working in various government organizations. Diane possesses a master’s degree in Business Administration and has previously lectured as an adjunct professor at local universities. Her drive towards continuous improvement, nimble problem-solving skills, and her passion for making a difference makes her a very effective change agent and a valuable resource to the County of San Bernardino.

Martha Guzman-Hurtado

Chief Communications Officer

Martha Guzman-Hurtado joined the San Bernardino County Administrative Office as Chief Communications Officer in September 2021. 

Her responsibilities include:

  • Overseeing the One County. One Voice centralized communications approach to enhance countywide departmental collaboration. 
  • Developing clear, engaging, and targeted communications and marketing strategies to continue to elevate the County’s messaging and brand.
  • Leading a team of communication professionals to execute long-term communications goals and priorities.
  • Working collaboratively with departments to ensure all communications are consistent with the San Bernardino County brand and align with strategic goals.

Martha’s previous roles include Communications and Legislative Affairs Manager for the City of El Segundo, Communications and Marketing Manager for the City of Fontana, Public Information Coordinator for the Fontana Police Department, and Public Information Coordinator for the City of Yuma, Arizona. Martha earned a Master of Business Administration from Walden University and also holds dual Bachelor of Arts degrees in Broadcast Journalism and Political Science from the University of Southern California in Los Angeles. She worked as a broadcast news reporter at television stations throughout the country including Fresno, California; Raleigh-Durham, North Carolina; and Las Vegas, Nevada before transitioning to the public sector.

David Wert

Public Information Officer

David Wert has served as San Bernardino County’s Public Information Officer since November 1999. His responsibilities include:

  • Serving as a liaison between the County and the news media.
  • Advising County leadership in their communications with the public, County employees, and the news media.
  • Providing the public, County employees, and the news media with information about the County.
  • Working collaboratively with the County’s team of communications professionals to ensure the public is aware of the County’s services and accomplishments.

Before joining the County team, David was a reporter with the Riverside-based Press-Enterprise, where in 1997 he helped launch the newspaper’s San Bernardino County edition and covered San Bernardino County government and politics.

Prior to that, David was City Editor of the Ontario-based Inland Valley Daily Bulletin, supervising a staff of 25 reporters and determining the daily content of the newspaper. Previously, David served as a reporter covering county government and politics in San Bernardino and Los Angeles counties for the Inland Valley Daily Bulletin. David studied Journalism, Political Science, and English at California State University, Long Beach and El Camino Community College in Torrance from 1982 to 1987. He worked as a reporter for the Los Angeles Times and small newspapers in Seal Beach and Lompoc before coming to the Inland Empire in April 1989.

Cheryl Adams

Director of all Human Services support divisions

Including the Administrative Support Division (ASD), Auditing Division, Information, Technology, and Support Division (ITSD), Personnel Division, Program Development Division (PDD), and Program Integrity Division (PID). In addition, DEO Cheryl Adams is also responsible for overseeing the financial budgets of each Human Services Department throughout the San Bernardino County.

Valerie Clay

Valerie is the Deputy Executive Officer responsible for the countywide administration of American Rescue Plan Act (ARPA) Funding. Additionally, Valerie helps oversee the financial operations for Agriculture/Weights and Measures (AWM), Airports, County Library, County Museum, County Trial Courts, Regional Parks, and Registrar of Voters (ROV).

Paloma is the Deputy Executive Officer responsible for Countywide Fee and Rate Administration. Additionally, Paloma helps oversee the financial operations of the Assessor/Recorder/County Clerk (ASR), Auditor-Controller/Treasurer/Tax Collector (ATC), Board of Supervisors (BOS), Clerk of the Board (COB), Fleet Management, Human Resources, Information and Technology Department (ITD), Public Works, Purchasing, Risk Management, and Special Districts.

Brad Jensen

Brad Jensen oversees political advocacy for San Bernardino County. The Office of Legislative Affairs actively tracks state and federal legislation and builds positive working relationships with legislative representatives. It also prepares the annual Legislative Platform that outlines the Board of Supervisor’s key legislative goals, funding priorities, and longstanding policy positions.

Michael Jimenez

Michael Jimenez currently serves as Deputy Executive Officer at the County Administrative Office of San Bernardino County. As DEO, Michael provides oversight and support to the departments of Economic Development, Fleet Management, Libraries, Museums, Registrar of Voters, Innovation Technology, Land Use Services, Public Health, Real Estate Services and Workforce Development.

Daniel Munoz

Daniel Munoz oversees the Inland Counties Emergency Medical Agency (ICEMA). ICEMA is the Local Emergency Medical Agency (LEMSA) designated by the State of California to organize and oversee the County’s entire local Emergency Medical Services (EMS) system.

Gilbert Ramos is a Deputy Executive Officer with the County Administrative Office.  Gilbert supports Assistant Executive Officer, Diana Alexander, and the work of the Human Services departments, including Aging and Adult Services, Child Support Services, First 5, In Home Supportive Services/Public Authority, Preschool Services, Transitional Assistance and Veterans Affairs.

Robert is the Deputy Executive Officer primarily responsible for the administration and oversight of the countywide budget process.  Additionally, Robert helps oversee the financial operations of the Law and Justice group, including the Sheriff’s Department, Probation Department, Public Defender, and District Attorney.

Stephanie Shea

Stephenie Shea is the Deputy Executive Officer responsible for Board Administration, Board Agenda Item review, and Special Projects.  Her role is to support the Chief Financial Officer and also assist with countywide initiatives.

Victor Tordesillas is a Deputy Executive Officer with the County Administrative Office.   Victor works closely with the County executive leadership team and Department Heads to support the daily department administration and operations for the Department of Behavioral Health, Children and Family Services Department, Labor Relations, Performance Education Resource Center, Purchasing Department, and the Department of Risk Management.

Moe Yousif

Moe Yousif is a Deputy Executive Officer with the County Administrative Office.  Moe works closely with County Assistant Executive Officers, as well as County Executive Leadership and Department Heads to support the daily operations and projects of the Public Works, Projects and Facilities Management, Regional Parks, Airports, Agriculture/Weight & Measures and ICEMA Departments.
