Emergency Communication Enhanced in San Bernardino County

The San Bernardino County Office of Emergency Services (OES), a division of the Fire Department, has obtained an important new tool – 70 new tools to be exact – to enhance the county’s emergency management and response. Using almost $100,000 of Homeland Security Grant money, the OES purchased 70 satellite phones – the majority of which will be given to each of the law, fire and emergency management jurisdictions within the county’s expansive boundaries.

This is an important addition to the County’s ability to communicate during an emergency when time and clarity of information is critical. In a catastrophic emergency, this communications lifeline will allow regular communication between county and local jurisdictions when other systems have failed.

OES staff began distributing satellite phones to local governments on Thursday, Feb. 7. The goal of purchasing and distributing the phones, which cost $1,300 each, is to enhance the ability of the county’s many varied and widespread jurisdictions to communicate during an emergency.

The OES secured the funding for the Satellite Phone Project out of the FY2006 Homeland Security Grant Program. On November 7, 2006 the County Board of Supervisors approved the allocation amount of $96,973 to initiate and complete the project using satellite technology.

OES will maintain a database with the contact information for each of the phones to improve interoperability between jurisdictions. Interoperability is an important concept for public safety officials because first responders and emergency managers need to be able to communicate during a wide-scale disaster. The phones are intended to help entities communicate across local, county, state and federal boundaries.

Each jurisdiction will be responsible for the cost of maintaining and purchasing air time for the satellite phones. In the Fourth Supervisorial District, the following jurisdictions received phones: Chino Valley, Montclair and Ontario Fire Departments; Chino Hills Sheriff’s Station, Montclair Police Department and Ontario Police Department; and, Emergency Operations in Chino Hills, Ontario and Montclair.

Board of Supervisors Approve Water Park/Amphitheater at Cucamonga-Guasti Regional Park
At a recent County Board of Supervisors meeting, the Board approved the concept proposal submitted by Liquid Management Group, Inc. (LMG) for the development and operation of a water park and amphitheater at Cucamonga-Guasti Regional Park. County staff would negotiate a lease agreement with LMG and the negotiated agreement would be presented to the Board for its consideration and approval.

Since its creation in 1974, the Park has remained virtually unchanged. Since that time the population of the surrounding area has increased significantly. There is a pressing need to increase park services, attract new visitors and contribute to the financial stability of the County park system.

The County’s objective is to build and operate a first-class family water park that provides an enjoyable experience in a safe, fun, wholesome and friendly environment at a reasonable price. Currently you have to travel to Raging Waters in San Dimas to find a similar venue.

The Board of Supervisors, in August 2007, approved the issuance of a Request for Proposal. LMG responded and submitted a proposal to develop and operate a water park and small amphitheater at the Park.

The LMG proposal would develop, construct and operate a water park from May through October each year. The proposal includes a 500,000 gallon wave pool, tower with a variety of water slides, lazy river, activity pool, raft ride and ancillary facilities.

The facility design will incorporate the latest design standards including environmentally friendly systems and construction methods. The park grounds will utilize a tropical island theme complete with thatched roofs, nautical elements, vibrantly colored attractions and additional island theme elements.

The outdoor amphitheater will operate year-round with the majority of shows held during the weekends and holidays. Three seating levels will be available for patrons to enjoy concerts and other family-oriented entertainment.

Community Clean Up
I have partnered with San Bernardino County Code Enforcement and Solid Waste Management Divisions to host community clean ups throughout the 4th District in 2008. We will be providing trash and tire collection containers for the FREE removal of accumulated trash. I encourage you to bring your trash and tires to the designated containers at one of the locations listed below. This program is limited to the residents of the unincorporated County area. We cannot accept commercial or industrial waste from businesses. If you have oversized or hard to handle loads, you may be diverted directly to the landfill. Please remember to safely secure and properly cover your loads prior to traveling to the event. Tires must be removed from rims and the maximum size is 11”x 25.5”.

At our February 9, 2008 cleanup held at Lyle Briggs School, we served 145 vehicles and removed 49.5 tons of waste material. Of that amount we removed 38.50 tons of trash, 1.25 tons of tires, 2.25 tons of e-waste, 5.25 tons of green waste and 2.25 tons of metal. I would like to extend a big thank you to my staff, County of San Bernardino Code Enforcement staff and Burrtec Waste Industries Incorporated officials for their participation. They made the day a success for all.
