Meet the Staff

  • Sandra Maravilla, Policy Advisor

    As Policy Advisor, Sandra is responsible for advising the Supervisor on land use projects and on intergovernmental boards and commissions, such as LAFCO and Urban Counties Caucus. She is also responsible for researching strategies and developing polices that aim to aid the county’s homeless youth population. Sandra holds a Bachelor of Arts in Government and Spanish from the University of Redlands and a Master’s Degree in Public Policy with an emphasis on educational policy from Claremont Graduate University.

  • Victor Suarez, Communications Director

    As the Communications Advisor, Victor provides updates to stakeholders through various forms of media including newsletters, social media outlets, and the Third District County Supervisor website. As a primary spokesperson for the Supervisor, he is responsible for contact with the press. He has served as Visual Communicator for both corporate and non-profit institutions assisting in Marketing, Branding and Communications. Victor is a California State University, San Bernardino graduate and a resident of the Third District.

  • Julianne Torres, Executive Assistant/Scheduler

    As Executive Assistant/Scheduler, Julianne is responsible for coordination and management of Supervisor Ramos’ schedule and appointments. She serves as the office manager for the district and provides general administrative support to the Supervisor and executive staff. Julianne began her career with the County of San Bernardino in 1994 with the Department of Aging and Adult Services. Since then she has worked for various departments including the Sheriff’s Department and County Counsel. Julianne is working on her Bachelor’s Degree in Public Administration at California State University San Bernardino. She resides in the Third District and enjoys spending time outdoors with her family.

  • Beverly Lowry, Field Representative

    Beverly Lowry serves as the Field Representative for Barstow and Lucerne Valley. She works to bring awareness to issues facing these communities and residents. She is responsible for keeping the Supervisor informed of ongoing projects and community needs. For over twenty years, she served as a County and State Field Representative for the High Desert communities. Beverly is a longtime Barstow resident and currently serves as a Director for the Mojave Water Agency, representing the greater Barstow area.

  • Gayle Covey, Field Representative

    Gayle Covey serves as the Field Representative for the Loma Linda, Mentone, Redlands, Yucaipa, Highland, Grand Terrace, and a portion of the San Bernardino and Colton communities. She is responsible for keeping the Supervisor informed of community needs. As a Field Representative, Gayle works to bring awareness to issues and to find solutions for residents in these areas. Gayle has worked as the Executive Director for the San Bernardino County Farm Bureau since 2007. She has worked closely with both appointed and elected officials at the local, state and federal levels as a representative for agriculture. She is a graduate of the 2009 California Farm Bureau Federation Leadership program and currently serves on Sheriff McMahon's Information Exchange Committee, Rural Crimes Task Force and Terrorism Early Warning Group. She also serves as a Citrus Liaison for the National Orange Show Event Center.

  • Christina Garcia, Executive Aide

    As an Executive Aide, Christina is responsible for providing clerical support, monitoring constituent requests, and coordinating meetings for the Morongo Basin Field Representative. In the past, Christina worked for the billing departments at Eisenhower Medical Center in Rancho Mirage and Hi-Desert Medical Center in Joshua Tree doing billing and claims. Christina has lived in the Morongo Basin for 32 years and attended schools in Yucca Valley before continuing her education at Copper Mountain College.

  • John Futch, Deputy Chief of Staff

    John Futch serves as the Deputy Chief of Staff for Supervisor Ramos. John oversees a major functional area within the Supervisor’s district, coordinates the work of office staff, and advises the Supervisor on legislative, policy, and regional district issues. John received a B.A. in Political Science and an M.A. in Social Science from Cal State University, San Bernardino. He has a vast knowledge of the issues facing the Inland Valley. He has served in different capacities at Cal State University, San Bernardino and for the San Bernardino Community College District. He has also been recognized for his community involvement and membership in a variety of organizations.

  • Tony Mejia, Legislative Analyst

    Tony provides the Supervisor with a thorough understanding of proposed legislative and budgetary issues brought before the Board of Supervisors. Tony is responsible for the research and analysis of policies and proposals affecting the Third District and San Bernardino County as a whole. He received his B.A. from California State Polytechnic University, Pomona in 1993. For several years, he worked as an Intergovernmental Affairs Assistant for the San Manuel Band of Mission Indians before taking on a new challenge with the Safety and Loss Control unit of their Risk Management Department. He completed two certificate programs in 2010, one in Risk Management and the other in Occupational Safety & Health.

  • Liz Harris, Field Representative

    Liz Harris serves as Field Representative for the Big Bear Valley. She is responsible for informing the Supervisor of issues and needs of the mountain communities and residents. Liz recently completed her third term on the Big Bear Lake City Council where she was honored to have served as Mayor three times. Liz is founder of the Big Bear Valley Education Trust whose mission is to improve educational opportunities for everyone in Big Bear Valley. She is a retired educator who worked as a teacher, principal, and assistant superintendent for 35 years. Liz is a graduate of San Diego State University where she earned her Bachelor and Master’s degrees in Education. She received her Education Specialist degree from Point Loma University and finished her formal education with a Doctorate in Education Administration from Northern Arizona University.

  • Mark Lundquist, Field Representative

    Mark Lundquist serves as the Field Representative for the Morongo Basin Communities. He is responsible for informing the Supervisor on ongoing projects and community needs. A 33 year resident of Joshua Tree, Mark Lundquist represents the east end of Joshua Tree around Copper Mountain College. He served as Director of Transportation for the Morongo Unified School District for 18 years, and as Board President for Morongo Basin Mental Health for 25 years. Mr. Lundquist currently serves as Chair of the Citizens Oversight Committee for the Morongo Unified School District where he is responsible for bond and expenditures. He has also been an active member of the Morongo Basin Municipal Advisory Council since 2013 and was appointed Chair in January 2015.

  • Lizett Santoro, Constituent Services Representative

    As the primary point of contact for constituent inquiries and requests for assistance, she makes referrals to appropriate County departments, monitors constituent cases, and generates case reports for the district and provides general administrative support to the third district staff.

    Lizett first started working with the County of San Bernardino in February of 2013, in the San Bernardino Transitional Assistance Department where she provided assistance to the facilitators during their job readiness classes and provided assistance to clients in the Job Services Resource Room.
