Mojave Desert
Regina Weatherspoon-Bell

Regina currently serves as Deputy Director to San Bernardino County First District Supervisor Robert Lovingood. She is responsible for the operations of the District Office and counts it a privilege to serve the Supervisor and her community.

Regina volunteers her service to several community, faith based and business organizations. She serves as a Governing Board Trustee of the Providence/St. Joseph/St Mary Medical Center and also works with a number of local non-profit organizations and community projects. Regina is a 27-year resident of the High Desert.

Susan Drake

Susan Drake is the First District's Constituent Services Director, assisting local residents and businesses. She also serves as a representative for Wrightwood, Oak Hills, Phelan, Pinon Hills and Apple Valley. Ms. Drake was born and raised in the High Desert, graduating from Victor Valley High School. She received a Bachelor of Science degree in Business Administration from California State University at Long Beach. Ms. Drake spent the majority of her career in the newspaper industry, focusing on advertising management. She served two terms on the Victor Valley Chamber of Commerce Board of Directors and two terms as president of the High Desert Opportunity committee.

Tami Godfrey

Tami Godfrey is the Executive Secretary for the First District office. In addition to handling daily inquiries from the public, Ms. Godfrey offers essential support services to Supervisor Lovingood and staff.

Born at George Air Force Base, Ms. Godfrey is a lifelong Victorville resident with more than 30 years of experience in private sector operations and administrative services. She studied Business Administration at Victor Valley College and joined the First District team in July 2017.

Christian Guntert

Christian Guntert serves as a District Representative for the First District, regularly interacting with our Community Service Districts, El Mirage Municipal Advisory Council, Friends of El Mirage, and other governmental agencies in much of the northern and western regions of the First District. He is involved in specialized areas of county services including: Airports, Air Quality, Recycling and Solid Waste, County Fish and Game Commission, and Veterans Affairs. He also provides constituent assistance as needed.

Christian grew up around the heavy manufacturing and mining industries. He is a graduate of the University of Arizona with a Bachelor of Science degree in Business Economics. He has a broad base of private sector experience, working in the Silicon Valley Semiconductor Industries before moving to Southern California. With his relocation, he worked with a consumer electronics company as Director of Operations and then spent over a decade with a local municipality, finishing as their Director of Community Services.

He volunteers his time in the Mojave Desert working with various conservation groups and was on the board of the Society for Conservation of Big Horn Sheep for several years.

Veronica Hill

Veronica Hill serves as Communications Specialist for Supervisor Lovingood. She is responsible for managing the First District’s social media accounts and updates to the First District website.

Veronica has more than 25 years of experience in the communications industry. She has worked as an editor, writer, videographer and designer for newspaper, magazine, book, web and video platforms. Veronica earned a B.A. in Journalism from California State University at Long Beach and has lived in the First District since 1992. She is passionate about connecting the community with the valuable information, resources and tools available here in San Bernardino County.

Don Holland

Don Holland serves as Policy Advisor to Supervisor Lovingood, reviewing proposed ordinances, legislation and policy initiatives. In addition, he manages news media inquiries to the office and serves as liaison to the communities of Victorville, Spring Valley Lake and Trona, providing constituent assistance.

Before joining Supervisor Lovingood’s staff, Don worked as Editor-in-chief of the Daily Press newspaper in Victorville, which included oversight of the Apple Valley Review and Barstow Desert Dispatch. He also taught journalism at regional newspapers on a Freedom House fellowship in the eastern European country of Ukraine.

Don was recognized as Mentor of the Year by a mentoring nonprofit agency and has served on Boards of Directors of several local nonprofits.

Phil Lejeune

Phillip John Lejeune serves as the community liaison for the City of Needles. Phillip is responsible for attending Needles area meetings and events, and keeping Supervisor Lovingood updated on local concerns and conditions. Phillip has more than 16 years of experience working within the electric department as purchasing, inventory and ground support. He is a commissioner member of the Board of Public Utilities, overseeing the operations of electric, water and waste water expenditures and policies. A second generation glass sculptor, Phillip has fine-tuned his art for more than 40 years and has expanded to take on laser engraving.

Death Valley
Tony Mejia

Tony Mejia joined the First District team in November 2018 and currently serves as Senior Administrative Analyst to the Supervisor. He is a liaison with our various governmental agencies, i.e. San Bernardino County Transportation Authority (SBCTA), Local Agency Formation Commission (LAFCO), Board Governed County Service Areas, San Bernardino Fire Protection District, and San Bernardino County Flood Control District and assists with extensive data research and preparation of detailed reports/recommendations for the Supervisor. Tony also oversees agenda review preparation and works on special projects as assigned.

Tony earned a Bachelor’s degree in history from California State Polytechnic University, Pomona. Since earning his degree, Tony has worked within the private sector and as a staff member with a former San Bernardino County Supervisor.

Tony volunteers with his local church and is an enthusiastic sports fan who roots for the Los Angeles Lakers and the Los Angeles Chargers.

Laura Villa

Laura Villa serves as a Community Liaison for Supervisor Lovingood, regularly meeting with local businesses, nonprofits and faith-based groups to better understand their needs. She provides constituent assistance to the community of Adelanto, and serves as a liaison and support for the High Desert’s Hispanic community.

In 2014, Laura received Congressman Paul Cook’s “Woman of Distinction” award for her outstanding leadership, integrity and work throughout the High Desert.

“My passion is to serve others,” says Ms. Villa, who recently completed her Bachelor's Degree in Psychology. Her hobbies include reading, exercising, dancing and listening to music. She has lived in the First District for 12 years.
